A suspension is used to describe a fluid (gas or liquid) in which insoluble solid particles are distributed. Miscible liquids mix together. Immiscible liquids don't mix together to form a uniform liquid. If two immiscible liquids are vigorously shaken together then tiny droplets of one become distributed in the other., This is called an emulsion rather than a suspension.
